RIISS00058 Traffic Controller Skill Set for Urban Streets and Low Volume Rural Roads is delivered and Statements of Attainment are issued by Edway Training Pty Ltd (RTO 91401).
Edway Training is accredited by the Australian Skills Quality Authority (ASQA) and approved by Austroads and the Department of Transport and Planning Victoria to deliver this skill set.
The training complies with the Austroads Guide to Temporary Traffic Management and the VicRoads Worksite Traffic Management (WTM) Code of Practice.
Skill Set Overview
The TMI3 Traffic Management Implementer Level 3 course provides advanced training in managing traffic for high-risk road environments. Participants gain the skills needed to handle complex traffic scenarios, ensuring safety and efficiency on motorways, expressways, and freeways.

Skill Set Requirements
To enrol in the TMI3 course, participants must:
- Complete the RIISS00060 Traffic Management Implementer Skill Set (for urban streets and low-volume rural roads)
- Have at least three (3) months of experience applying traffic management skills in a workplace
- Provide evidence of completing at least 12 temporary traffic setups. These setups must include high-speed roads and experience in at least two other types of setups, such as pedestrian and cyclist controls, construction sites, lane closures, shoulder closures, or night works.
Units of Competency (UoC)
The TMI3 course includes two nationally recognised units:
- RIIBEF301D โ Run on-site operations
- RIIWHS305 โ Implement traffic management plans on motorways and freeways
Training Pathways and Certification
The TMI3 course offers credit towards qualifications in the RII Resources and Infrastructure Industry Training Package, including:
- Certificate III in Civil Construction
- Other relevant traffic management or infrastructure certifications
The TMI3 certification is valid for three years. To maintain your qualification, you must complete a refresher course or re-certification through an approved provider after three years.

Course Format
The Traffic Management Implementer 3 (TMI3) course includes one day of classroom learning followed by practical assessments completed within six months.
- Day One โ Theory
Delivered through lectures, discussions, simulations, and case studies. Learners complete theory assessments and group activities throughout the day to confirm understanding of regulations, Austroads guidelines, and site procedures. - Practical Assessment (Post-Course)
Three live traffic site setups must be completed, covering tasks like lane closures, portable traffic control device installations, and rumble strip setups. Practical assessments are conducted on live sites to demonstrate competency in applying Traffic Management Plans (TMP) and Traffic Guidance Schemes (TGS). - Learners must complete all theory questions and activities to proceed to the practical component.
Theory assessments confirm understanding of state/territory regulations, Austroads guidelines, and site-specific procedures.
Practical assessments, conducted on live traffic sites, ensure competency in applying Traffic Management Plans (TMP) and Traffic Guidance Schemes (TGS). - Successful completion of both components is required for final certification.
Training Prerequisite
Completion of the RIISS00060 Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads is a mandatory training prerequisite. A Statement of Attainment must be presented as proof.
Practical Experience Requirement
Learners must have at least three months of experience applying traffic management skills in a temporary traffic management workplace.
This includes evidence of setting up at least 12 temporary traffic management designs, with experience on high-speed roads and at least two of the following design types: pedestrian and cyclist controls, construction site setups, lane or shoulder closures, night works, or portable traffic control device installations.
Attendance
Participants should arrive 15 minutes prior to the scheduled starting time of the course to complete the necessary registration paperwork.
ENTRY TO THE COURSE WILL BE REFUSED if participants arrive 15 minutes after the scheduled starting time.
Clothing and PPE
To safely perform practical activities, participants are required to wear comfortable closed-in shoes and bring PPE, such as steel capped boots, broad brimmed hat, glasses, long pants and long sleeves.
THE TRAINER RESERVES THE RIGHT TO REFUSE ENTRY TO THE CLASS if appropriate clothing is not worn.
LLN (Language, Literacy and Numeracy)
The basic understanding, reading and writing of English is required.
As part of our pre-training review all students are required to complete an LLN assessment to determine a studentโs eligibility for enrolment into their selected course.
All students enrolling into any Edway Training course must have LLN skills to do simple calculations, understand English well enough to be able to read, write, and provide verbal responses to questions in English to undertake training and assessment in any of our courses.

According to the Department of Transport Victoria requirements, participants must be at least 18 years old.
Participants must provide one form of photo I.D. (e.g. passport, Australian driverโs licence, proof of age card, student card).
