RIISS00061 Traffic Management Implementer Skill Set for High Volume Roads is delivered and Statements of Attainment are issued by Edway Training Pty Ltd (RTO 91401).
Edway Training is accredited by the Australian Skills Quality Authority (ASQA) and approved by Austroads and the Department of Transport and Planning Victoria to deliver this skill set.
The training complies with the Austroads Guide to Temporary Traffic Management and the VicRoads Worksite Traffic Management (WTM) Code of Practice.
Skill Set Overview
This skill set equips individuals with skills to implement traffic management plans in Temporary Traffic Management (TTM) Category 2 environments, including high volume roads and signalised intersections.
Traffic Management Implementer 2 (TMI2) provides skills in assessing and planning traffic management schemes, setting up and monitoring Traffic Guidance Schemes (TGS), coordinating resources, ensuring work health and safety compliance, team communication, incident and emergency management, completing reporting and documentation, and effectively closing down traffic management sites.
Target Audience
Operational and Supervisory Roles
- Individuals working in operational or supervisory roles within the Resources and Infrastructure Industries.
- Participants responsible for on-site operations involving traffic management.
Live Traffic Environments
- Individuals in supervisory roles who are responsible for managing live traffic environments.
- Those with responsibility for the safety and efficiency of traffic management setups, particularly on higher-speed or higher-volume roads.
Pathways and Career Opportunities
Completing the TMI2 course provides credits towards recognised qualifications such as RII30920 Certificate III in Civil Construction and Other Certificate II and III Qualifications.
Individuals can pursue various career opportunities in the civil construction and traffic management sectors:
- Traffic Management Supervisor: Oversee traffic management plans on high volume roads; ensure compliance with safety standards and regulations.
- Traffic Controller: Direct traffic flow and ensure the safety of roadwork sites; set up and manage temporary traffic control devices.
- Site Supervisor: Manage roadwork and construction sites, focusing on traffic management; coordinate with stakeholders to ensure smooth workflow and adherence to safety protocols.
- Traffic Management Planner: Design and develop traffic management plans; conduct risk assessments and implement safety measures.
Recognition of Prior Learning (RPL)
We acknowledge the value of prior learning and offer RPL Assessment against Austroads TTM program requirements, including a challenge test.
Expiry
The TMI2 training is valid for three years from the date of completion.
To maintain certification, a refresher course is required every three years.
Entry Requirements
Traffic Management Implementer 1 (TMI1)
- Completion of TMI1 Skill Set RIISS00060 “Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads”
- At least one month of experience applying skills and knowledge relevant to the TMI1 skill set in a temporary traffic management workplace.
- Evidence of relevant experience setting up at least 12 temporary traffic management types.
Training Outcome
After successful completion of all assessment requirements, you’ll receive a Statement of Attainment and a Digital Training Card with the following skill set:

Course Structure
This course combines theoretical and practical components in a classroom setting. It is delivered over two training days:
- Stage 1:
Theoretical instruction for TMI2 skill set. - Stage 2: Post theoretical training practical experience
Participants are required to complete practical experience involving at least three different types of traffic management setups on declared Temporary Traffic Management Category 2 roads within six months of completing the theoretical component. This includes tasks such as setting up traffic guidance schemes (TGS), managing traffic flow, implementing safety measures, and conducting practical assessments under the supervision of a qualified and experienced Traffic Management Implementer. This must be completed after the theory based learning and before the final practical assessment - Stage 3:
Practical application and assessment. Practical training is conducted in a simulated environment. The practical assessment component is to be undertaken after the practical experience is gained.
Assessment
The assessment requirements for the TMI2 course include:
- Theory Assessments
Multiple-choice questions, short answer questions and case studies to test understanding of theoretical concepts - Practical Assessments
Real-world simulations, hands-on tasks to evaluate practical skills and competence - Three Different Types of Setups:
Participants must complete practical experience involving at least three different types of traffic management setups in a temporary traffic management workplace. The practical experience is designed to prepare learners for the final practical assessment. The assessment will test their ability to implement traffic management plans and use traffic control devices in a live traffic scenario.Participants must maintain a logbook of activities, verified by a supervisor. Practical assessments are conducted in live traffic scenarios and must be completed within six months of the theoretical component.
This can be completed at the participant’s place of employment. If the participant is not employed, Edway Training has arrangements with approved traffic management companies to facilitate the completion of the required practical elements.
Identification & Age
According to the Department of Transport Victoria requirements, participants must be at least 18 years old.
Participants must provide one form of photo I.D. (e.g. passport, Australian driver’s licence, proof of age card, student card).
STATEMENT OF ATTAINMENT WILL NOT BE ISSUED if participants do not provide a valid form of I.D.
Attendance
Participants should arrive 15 minutes prior to the scheduled starting time of the course to complete the necessary registration paperwork.
ENTRY TO THE COURSE WILL BE REFUSED if participants arrive 15 minutes after the scheduled starting time.
Clothing and PPE
To safely perform practical activities, participants are required to wear comfortable closed-in shoes and bring PPE, such as steel capped boots, broad brimmed hat, glasses, long pants and long sleeves.
THE TRAINER RESERVES THE RIGHT TO REFUSE ENTRY TO THE CLASS if appropriate clothing is not worn.
LLN (Language, Literacy and Numeracy)
The basic understanding, reading and writing of English is required.
As part of our pre-training review all students are required to complete an LLN assessment to determine a student’s eligibility for enrolment into their selected course.
All students enrolling into any Edway Training course must have LLN skills to do simple calculations, understand English well enough to be able to read, write, and provide verbal responses to questions in English to undertake training and assessment in any of our courses.

Completion of the RIISS00060 Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads is a mandatory training prerequisite. A Statement of Attainment must be presented as proof.
