RIISS00059 “Traffic Controller Skill Set for High Volume Roads” and RIISS00061 “Traffic Management Implementer Skill Set for High Volume Roads” are delivered and Statements of Attainment are issued by by Edway Training Pty Ltd (RTO 91401).
Edway Training is accredited by the Australian Skills Quality Authority (ASQA) and approved by Austroads and the Department of Transport and Planning Victoria to deliver this skill set.
The training complies with the Austroads Guide to Temporary Traffic Management and the VicRoads Worksite Traffic Management (WTM) Code of Practice.
Skill Sets Overview
The Traffic Controller 2 (TC2) and Traffic Management Implementer 2 (TMI2) skill sets are designed specifically for Temporary Traffic Management (TTM) Category 2 environments, which include high-volume roads and signalised intersections.
Traffic Controller 2 (TC2) training equips individuals with the skills to safely control traffic using stop-slow bats, two-way radios, and other portable devices. It focuses on conducting thorough risk assessments and implementing effective safety measures and covers the coordination of traffic flow at multi-lane roads and intersections, ensuring smooth movement in high-traffic areas.
Traffic Management Implementer 2 (TMI2) training prepares individuals to develop and implement detailed traffic management plans, including creating and executing Traffic Guidance Schemes (TGS) for complex roadworks. The program provides hands-on experience in setting up and adjusting traffic control devices, signage, and barriers, ensuring adherence to safety regulations and carrying out detailed risk assessments.
Training Pathways
Completing the TC2 and TMI2 courses provides credits towards recognised qualifications such as RII30920 Certificate III in Civil Construction and Other Certificate II and III Qualifications.
Recognition of Prior Learning (RPL)
We acknowledge the value of prior learning and offer RPL Assessment against Austroads TTM program requirements, including a challenge test.
Expiry
The TC2 and TMI2 training is valid for three years from the date of completion.
To maintain certification, a refresher course is required every three years.
Entry Requirements
Traffic Controller 2 (TC2)
- Completion of the TC1 Skill Set: RIISS00058 Traffic Controller Skill Set for Urban Streets and Low Volume Rural Roads
- At least 40 hours of experience working in a temporary traffic management workplace in a traffic controller role
Traffic Management Implementer 2 (TMI2)
- Completion of TMI1 Skill Set RIISS00060 “Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads”
- At least one month of experience applying skills and knowledge relevant to the TMI1 skill set in a temporary traffic management workplace.
- Evidence of relevant experience setting up at least 12 temporary traffic management types.
Training Outcome
After successful completion of all assessment requirements, you’ll receive a Statement of Attainment and a Digital Training Card with the following skill sets:

- RIIWHS207 Control traffic on high volume roads
RIISS00061 Traffic Management Implementer Skill Set for High Volume Roads, including the following units of competency:
- RIIBEF301D Run on-site operations

Course Structure
This course combines theoretical and practical components in a classroom setting. It is delivered over two training days and includes post-course practical training.
- Day 1 and Day 2
Theoretical instruction for both TC2 and TMI2 skill sets. - Post-course Practical Training
Participants are required to complete practical training in real-world traffic management environments under the supervision of qualified and licensed professionals.
TC2 Requirement:At least 20 hours of practical experience on Category 2 roads within six months.
TMI2 Requirements:Practical experience with at least three different setup types on Category 2 roads within six months.
Assessment
The assessment requirements for the TC1 and TMI1 combo course include:
- Theory Assessments
Multiple-choice, short answer questions, and case studies to test understanding of advanced traffic management concepts. - Practical Assessments
Real-world simulations and hands-on tasks to evaluate practical skills and competence in high-volume traffic scenarios. - Post-course Practical Training
TC2: Minimum of 20 hours of practical training on Category 2 roads.
TMI2: Practical training with at least three different setup types on Category 2 roads.
Logbook: Maintain a logbook of activities, verified by a supervisor.
Completion: Practical assessments in live traffic scenarios within six months of the theoretical component which Can be completed at the participant’s workplace or through arrangements with approved traffic management companies.
Identification & Age
According to the Department of Transport Victoria requirements, participants must be at least 18 years old.
Participants must provide one form of photo I.D. (e.g. passport, Australian driver’s licence, proof of age card, student card).
STATEMENT OF ATTAINMENT WILL NOT BE ISSUED if participants do not provide a valid form of I.D.
Attendance
Participants should arrive 15 minutes prior to the scheduled starting time of the course to complete the necessary registration paperwork.
ENTRY TO THE COURSE WILL BE REFUSED if participants arrive 15 minutes after the scheduled starting time.
Clothing and PPE
To safely perform practical activities, participants are required to wear comfortable closed-in shoes and bring PPE, such as steel capped boots, broad brimmed hat, glasses, long pants and long sleeves.
THE TRAINER RESERVES THE RIGHT TO REFUSE ENTRY TO THE CLASS if appropriate clothing is not worn.
LLN (Language, Literacy and Numeracy)
The basic understanding, reading and writing of English is required.
As part of our pre-training review all students are required to complete an LLN assessment to determine a student’s eligibility for enrolment into their selected course.
All students enrolling into any Edway Training course must have LLN skills to do simple calculations, understand English well enough to be able to read, write, and provide verbal responses to questions in English to undertake training and assessment in any of our courses.

USI (Unique Student Identifier)
From 1 January 2015, every student who undertakes nationally recognised Vocational Education and Training (VET) in Australia is required to have a Unique Student Identifier (USI). Students can use their USI to access their enrolment and achievement record from a single online source. The USI is made up of ten numbers and letters. A USI account will contain all of a student’s nationally recognised training records and results since 1 January 2015.
IF A PARTICIPANT FAILS TO PRODUCE A VALID USI NUMBER, STATEMENT OF ATTAINMENT CANNOT BE ISSUED.
Edway Training will verify your USI before a certificate or statement can be issued.
