Traffic Controller 1 (TC1) & Traffic Management Implementer 1 (TMI1) Overview

Course Code RIISS00058 & RIISS00060

RIISS00058 Traffic Controller Skill Set for Urban Streets and RIISS00060 Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads are delivered and Statements of Attainment are issued by Edway Training Pty Ltd (RTO 91401).

Edway Training is accredited by the Australian Skills Quality Authority (ASQA) and approved by Austroads and the Department of Transport and Planning Victoria to deliver this skill set.

The training complies with the Austroads Guide to Temporary Traffic Management and the VicRoads Worksite Traffic Management (WTM) Code of Practice.

Course Information

Skill Sets Overview

These skill sets equip individuals with the essential skills and knowledge for traffic control and management in Temporary Traffic Management (TTM) Category 1 environments, including urban streets and low-volume rural roads.

This training is ideal for individuals new to the industry and aiming for traffic control and management roles, as well as for existing workers who require Department of Transport Victoria approval.

Traffic Controller 1 (TC1) provides skills for safely controlling traffic using stop-slow bats and portable devices. The training includes communication, risk management, and deploying basic traffic signs.

Traffic Management Implementer 1 (TMI1) provides skills for setting up and implementing traffic management plans. This includes developing Traffic Guidance Schemes (TGS) and risk management.

Pathways

Completing the TC1 and TMI1 courses provides credits towards recognised qualifications such as RII30920 Certificate III in Civil Construction and Other Certificate II and III Qualifications.

Additionally, TC1 and TMI1 are prerequisites for advancing to TC2 (Traffic Controller 2) and TMI2 (Traffic Management Implementer 2).

Recognition of Prior Learning (RPL)

We acknowledge the value of prior learning and offer RPL assessment against Austroads TTM program requirements, including a challenge test.

Expiry

The TC1 and TMI1 training is valid for three years from the date of completion.
To maintain certification, a refresher course is required every three years.

Training Prerequisite

Unit of Competency CPCWHS1001: Prepare to work safely in the construction industry is a training prerequisite and entry requirement for TC1 TMI1 Combo training.

Please be aware that red cards and plastic white cards are insufficient documentation of CPCWHS1001 completion and will not be accepted.
The only proof of completion that is accepted is a Statement of Attainment with of CPCWHS1001: Prepare to work safely in the construction industry competency.

Course Details

Training Outcome

After successful completion of all assessment requirements, you’ll receive a Statement of Attainment and a Digital Training Card with the following skill sets:

RIISS00060 Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads, including the following units of competency:

  • RIIWHS302E Implement traffic management plans
  • RIIRIS301E Apply risk management processes
  • RIIWHS303 Position, set up and program portable traffic control devices
  • RIICOM201E Communicate in the workplace

Course Structure

This course combines theoretical and practical components in a classroom setting. It is delivered over three training days and includes post-course practical training.

  • Day 1 and Day 2
    Theoretical instruction for both TC1 and TMI1 skill sets.
  • Day 3
    Practical application and assessment. Practical training is conducted in a simulated environment.
  • Post-course Practical Training
    Participants are required to complete practical training in real-world traffic management environments under the supervision of qualified and licensed professionals.

Assessment

The assessment requirements for the TC1 and TMI1 combo course include:

  • Theory Assessments
    Multiple-choice questions, short answer questions and case studies to test understanding of theoretical concepts
  • Practical Assessments
    Real-world simulations, hands-on tasks to evaluate practical skills and competence
  • Post-course Practical Training
    Participants must complete a minimum of 20 hours in a temporary traffic management workplace, conducted in real or simulated environments. This includes at least three setups based on Traffic Management Plans (TMP) and Traffic Guidance Schemes (TGS).

    Participants must maintain a logbook of activities, verified by a supervisor. Practical assessments are conducted in live traffic scenarios and must be completed within six months of the theoretical component.

    This can be completed at the participant’s place of employment. If the participant is not employed, Edway Training has arrangements with approved traffic management companies to facilitate the completion of the required practical elements.

Course Requirements

Identification & Age

According to the Department of Transport Victoria requirements, participants must be at least 18 years old.

Participants must provide one form of photo I.D. (e.g. passport, Australian driver’s licence, proof of age card, student card).

STATEMENT OF ATTAINMENT WILL NOT BE ISSUED if participants do not provide a valid form of I.D.

Attendance

Participants should arrive 15 minutes prior to the scheduled starting time of the course to complete the necessary registration paperwork.

ENTRY TO THE COURSE WILL BE REFUSED if participants arrive 15 minutes after the scheduled starting time.

Clothing and PPE

To safely perform practical activities, participants are required to wear comfortable closed-in shoes and bring PPE, such as steel capped boots, broad brimmed hat, glasses, long pants and long sleeves.

THE TRAINER RESERVES THE RIGHT TO REFUSE ENTRY TO THE CLASS if appropriate clothing is not worn.

LLN (Language, Literacy and Numeracy)

The basic understanding, reading and writing of English is required.

As part of our pre-training review all students are required to complete an LLN assessment to determine a student’s eligibility for enrolment into their selected course.

All students enrolling into any Edway Training course must have LLN skills to do simple calculations, understand English well enough to be able to read, write, and provide verbal responses to questions in English to undertake training and assessment in any of our courses.

Unit of Competency CPCWHS1001

To enroll in the TC1 and TMI1 combo course, students must:

  • Hold the unit CPCWHS1001 “Prepare to work safely in the construction industry” or its equivalent.
  • Provide a Statement of Attainment as proof of completion
  • White cards or Red cards are not accepted.
